How Did We Get Here?

It’s almost our birthday! Can you believe it? 50 years!


We are looking forward to celebrating but in the meantime, let’s dive a little deeper into how we got here to begin with. How does a group of people become of Town? Who decides? What makes a community a municipality legally recognized by the state?


In North Carolina, creating, or incorporating, a community into a municipality is a structured process dictated by North Carolina law. A group of people draft a request, or petition, with the proposed municipality’s name, boundaries, reason for incorporation and signatures of registered voters. That petition is then submitted to the North Carolina Local Government Commission (NCLGC) for review and verification.


After a feasibility study for the proposed municipality’s financial and administrative viability and a public hearing for people to express their views on incorporation, the proposal is submitted to the North Carolina General Assembly for approval by way of a bill (a new law proposal). A referendum, or direct vote by the people, is held for voters in the proposed area. And as long as the referendum receives a simple majority vote, the municipality is officially incorporated.


Fifty years ago, several residents came together to initiate this process for Stallings with a vision of how home should feel. And boy, are we glad they did! So, as we celebrate our 50th year as Stallings, let’s also remember all those who made that happen!
